How to Move IBM to Virginia?: Governor Warner Has A Plan

In a plan to redo Virginia's IT structure, and with billions in play, Governor Warner has laid down the law.

The Richmond Times Dispatch is reporting:

"If one of the competitors for Virginia's big information-technology outsourcing wants to get a piece of the action, they'd better not be sending jobs out of state, the Warner administration says."
