This is definitely President Bush, but this is an old clip from before he was President. It was done while 'testing' to see if the camera was ready and working. Reminiscent of Reagan testing a microphone by saying that we have outlawed Russia and the missles are on the way. The press heard that test and it causes quite an uproar.
I believe it is Bush. :-)
